Is it possible to have the amount as a %?

I would like to give new signups a 10% discount rather than a dollar amount

That would be a Discount Coupon vs a Gift Certificate ...

Either one or both can be given to the customer during the create account ...

But how do I set it up?

Id' go over to the:
Gift Certificate/Coupons ... Coupon Admin ...

then setup the Discount Coupon that you wish to offer ...

Next, go to the Configuration ... GV Coupons ... and setup the Discount Coupon you wish to offer:

New Signup Discount Coupon ID#
Select the coupon

pick your Discount Coupon from the Dropdown ...

NOTE: if you do not see the Gift Certificate/Coupons ... Coupon Admin ... then you need to go to the Modules ... Order Total ... and Install the Discount Coupon ot_coupon Order Total module ...
