Default Installing Zen Cart for a non-live site

I tried searching through the forums but couldn't come up with anything that answered my question.

Basically, I currently have a Yahoo store that I would like to migrate over to a Zen Cart store so I don't have to pay Yahoo's ridiculous monthly fees any more.

What I'd like to do is create and design my new Zen Cart store while still leaving the Yahoo store online so I have little to no down time. Then, once I'm finished fine tuning the new Zen Cart store, I would direct the domain name of the Yahoo store to the Zen Cart store and be up and running with no down time. Hopefully I've articulated this properly and don't just sound like some rambling idiot.

Is this even possible? If so, does anyone have any good resources on how to achieve this? Any help is greatly appreciated.

I would select hosting other than YaHoo for this and yes this can be done and when ready you point your name servers to the new host/site.
