Cannot Access Admin

WHen I access admin I get this:

What do I do to fix this? I was trying to install the Hebrew language

Have you checked whether your includes/languages/hebrew/meta_tags.php file has arrived safely when you installed the language pack? It's certainly in latest version of the language pack, but files sometimes go astray when being moved to servers. Always worth checking the error logs.
