I cant go to my webmail thru my cpanel, when i try, i get this logged error

[2008-02-11 15:52:53]: error: file has no execute permission: (/home/d2equip/public_html/index.php)

anyone know how this may have happened? I havnt been on my site in a few days and this wasnt happening before... perhaps a hosting issue?
