Setting up Paypal IPN

Everything looks good but i dont understand this. Im sure it something very basic but im all confused with ports and what not.

Port 80 is used for bidirectional communication with the gateway, so must be open on your host's router/firewall
*PHP allow_url_fopen() must be enabled

How do i do these last few steps?

To check for allow_url_fopen() you can check in phpinfo()
Create a php script
phpinfo.php

phpinfo();

Now run this script in browser and see if the allow_url_fopen is On
If its not, then ask your host to do so or

If your host doesnt change that for you, create a file php.ini in your root directory and write this

allow_url_fopen = 0
