Admin menu override

Is it possible to override admin menu?

I would create a template based on admin authentication. Not all admins needs to edit entire settings.

Clueless admins are demanded to customer relationships so i would limit admin menu by authentication.

To do this i would edit the admin menu but i don't want to edit core files. Some help?

Same here...I need to create menus specifically based on logins. I do not wish to have a Manufacturer (Designer) have admin options.
Then I need to know what php files to edit for this to happen, since I have a feeling that, that is where it is going to occur.
