I am webmaster/admin of a new store that is opening soon, which will be racing related. The race team owner asked me if it is possible to create a "gift certificate", where someone could give 10 laps in a race car as a gift.

While I am sure it could be created as a "product", the reason I ask about it being a "gift certificate" is for the option of a customer buying it, and emailing it as a gift, like a gift certificate can be mailed to someone.

Is this possible? And if so, how would I go about setting it up?

Certainly it would be possible, just by changing the supporting text in your gift certificate page and the e-mails that go out. You would presumably not want anyone trading that gift certificate in online for other products, so if you don't otherwise want to use gc's you might disable acceptance of them... I haven't used them so don't have more details to give. Look in the FAQs for procedures.
