Zone shipping problem

I have completed distribution of countries into 3 zones.
On site, when I test the shipping rates, I get the following message
"Zone Rates (The shipping rate cannot be determined at this time) 0.00"

I have found one mistake that I have made, and that is to enter more than 255 characters in at least one of the zone tables.

Could this be the cause of the above error, and if so, what file must be edited to increase the character number?

The other question is about the weight in the tables.
My weights are in metric values. Does a fraction of 1kg like 0.250 interfere with the calculation of the weight in the table, or should the weight be in whole numbers?

We are at v1.3.8a now which does allow for a simple and broader scope on setting the Rest of the World ...
