Fixed-rate shipping with different cost for US and Canada

I have an item that I only want to allow to be shipped to the US and Canada. In addition I want to have a fixed shipping cost. Say $25 to ship this item anywhere in the US and $45 to ship to Canada. What is the best way to set this up?

Not just one item...that was an example. There are a group of items I sell from one vendor that will ship each of these items for $25 anywhere in the US, and $45 to Canada.

I've experimented with several of the shipping modules...Per Unit, Table Rate, and Zone Rates. I've had the best luck with Zone Rates. I've got the calculation method set for weight, and then I enter CA for zone 1 countries, and 25:45.00,50:90.00 for the zone 1 shipping table. I have zone 2 countries set for the US, and zone 2 shipping table as 25:25.00,50:50.00.

But now I'm not sure what to do about shipping for other products I'll be listing. The zone rates above wont work for other products from other vendors.

Is there a way to have certain items only use a certain shipping module?

It seems like a better way would be the ability to put certain products in a "class", and then have that class of products use a certain shipping rate.

Any ideas?
