Product Display - Move Attributes above Add to cart

I'm having some basic problems. I'm trying to modified product_info_display.php

I've modified it to move some code around specificaly the "bof Attributes Module" so it goes before the "bof Add to Cart Box"

So far... I've copied "tpl_product_info_display.php" made the modifications and then uploaded it to as "tpl_product_info_display.php: to -> Includes/Templates/Highbeams_template/product_info_display.php

My site does not appear to change..

Am I loading it to the right directory - or filename
Direction / help appreciated.

Needed to publish to "includes/templates/highbeams_template/templates"
it was the 2nd "templates" that threw me off.
