Disappearing sideboxes on home page

I have upgraded to 1.3.8 from 1.3.7 and found a bug I can't figure out. All my sideboxes on the right side appear with every link on the page except the home page. For some reason the right sideboxes dissapear on that page. It never used to do that with the previous version.

Can anyone figure out why this would happen?

Actually it doesn't JUST happen on the "home" page. I've noticed that it also does it on all of the "information" pages as well.

Never mind I fixed it. Seems it was related with my overrides. Thank you for your time.

Actually it wasn't related to my overrides. The permissions on html_includes was incorrect. Does anyone know what the permission is supposed to be for this directory for security?

Depends upon your server but most can be set to 644 and function
