Paypal error 10711 Invalid Data -- can't use website payments pro in spain

I trying to use paypal wpp in spain but I receive this error in transactions:
Invalid Data. -There's an error with this transaction. Please enter your state in the billing address.

I googling about but only find some answers for the uk module in oscomerce

any idea!? please help

well could solve the problem but ...!
you can change the behavior at the line 501 putting something like this
'STATE' => ($order->billing['state']?$order->billing['state']:$order->billing['city']),
but then you receive another error: 10565 Merchant country unsupported.
I call paypal this is the real problem !!
paypal wpp is only implemented for US and UK.
the rest of us go on with other modules

Move to another country and get another PayPal account in that country.
... or tell the regulating authorities and banks that they should let PayPal be a bank in every country of the world so that you can run your store with convenience.
