FedEx Express module "No Rates Returned"

I'm having a problem with the FedEx Express module. No matter what I try I keep receiving the message:

No Rates Returned, :


I've taken this site over from a programmer who couldn't figure it out. Here are my versions:

Zen Cart 1.3.7.1
Database Patch Level: 1.3.8


It appears the previous dev upgraded the DB to 1.3.8, but not the source. Could this be causing the issue?


Another weird variable is that FedEx Ground returns rates just fine. I made sure the fedexexpress.php is up to date using version 1.3.7.

If I run debug it does bring back results and they look identical to what FedEx ground is returning. I tried the two fixes listed here:

Does anyone have any ideas on what I can try?

any ideas? Still stuck on this issue. It just doesn't make sense.
