customer issue State Tax showing on all states

I'm new to ZenCart and having some issues with state tax. I've setup Texas in Locations/Taxes with 6.25% but when I test the checkout all states are getting taxed. I've been up and down all the Admin tools. What am I missing to get this corrected?

I've also tried to add United States in the Zone Definitions but that caused all the states to get a message - "do not sell in my area".

Any help to get this resolved quickly is appreciated!

I was presented with this exact same issue today and came here looking for an answer. Luckily, I found the issue on my own.

Go to Locations/Taxes > Zone Definitions. Is the Status of your Texas zone "Not Configured" (red dot)?

    1. Click the "details" button
    2. Click "insert"
    3. Choose Country : United States and Zone : Texas
    4. Click "insert"
    5. Test the feature with your test account and a test order, switching between a Texas address and an out-of-state address.

    That should fix it.

Well that didn't work either as now other states are getting this message in Step 2 of 3 - Payment Information:
Sorry, we are not accepting payments from your region at this time.

When I set it to United States - All Zones it works but charges Texas tax on all states. When I have it set to United States - Texas it won't let other states accept payments.

Something else has to be setup wrong and can't figure it out!
