Google Checkout & Free Shipping Options?

I've successfully incorporated Google Checkout into my website but seem to be having a bit of trouble correctly configuring it for my shipping.

When shipping options load in GC, "Free Options:Free Options($0.00)" is always a shipping option. I want to allow free shipping for orders +$150, but not all the time. So I'm wondering:

1) How do I get the Free Options/Free Shipping off for orders below $150?

2) Does Zen-Cart communicate with Google Checkout concerning free shipping options (i.e. enable free shipping over $150?)

I searched through the threads for an answer, but I couldn't find one, so hopefully someone can point me in the right direction....
