How do I apply free shipping to worldwide?

Hello everyone. I'm a new user of zen-cart.
I'm trying to apply free shipping to worldwide, but when checkout, it says "Sorry, we are not shipping to your region at this time".

version I'm using: v1.3.8a


Following is how did I configure my store...

step 1: (Locations/Taxes > Tax Classes) define a Tax Class named "0 Tax Goods"

step 2: (Locations/Taxes > Zones Definitions) define a Zone named "worldwide", and insert a sub zone to "worldwide" setting Country to "All Countries" and Zone to "All Zones"

step 3: (Locations/Taxes > Tax Rates) define a Tax Rate with the following parameters:
Priority (0)
Tax Class (0 Tax Goods)
Zone (worldwide)
Tax Rate (0%)

step 4: (Modules > Shipping) remove all modules except "FREE SHIPPING!"

step 5: edit "FREE SHIPPING!" with the following parameters:
Enable Free Shipping (True)
Free Shipping Cost (0)
Handling Fee (0)
Tax Class (0 Tax Goods)
Shipping Zone (worldwide)
Sort Order (0)


Then the problem occurs: "Sorry, we are not shipping to your region at this time".


Here I tried another way, it works but not what I want:

step 2: (Locations/Taxes > Zones Definitions) insert sub zones to "worldwide" setting Country to specified country (like United States) instead of "All Countries", and Zone to "All Zones"


Can anybody please tell me How do I apply free shipping to worldwide?

Is this a forever thing or just for now?

If not forever, what shipping method(s) do you use?

Do you Products have weight?

If so, in the Shipping/Packaging do you have 0 weight is Free Shipping? And set the Free Shipping freeshipper shipping module to have NO Zone definitions ...

Yes, this is a forever thing.
I didn't specify the weight of products (leave it blank).
I found that it will work no matter Shipping/Packaging>"Order Free Shipping 0 Weight Status" is set to 0 or 1.
The key is to set freeshipper module>Shipping Zone to "none".
