ok i tried what you suggested... but im still getting the same message as stated above.

Um ... the error message says "...we are not SHIPPING to your region ...", so why are you looking at Payment module settings?
Look at your shipping modules.
Either you've got them all limited to a certain zone, instead of being set to --none--, or your test order qualifies as free-shipping but you've turned off the Free Shipper module, and therefore you've told Zen Cart not to allow free shipping, and ... thus ... it cannot complete the order.

i found my problem... i discovered that i have to have the path to the download in the attributes ... the file i was having trouble with had the download path in where i add the product in the first place.
its working now :)

i get this as well when tryin to ship to places outside of Canada. I live in canada and have my taxes for zones set up properly..it was working properly prior to this. And all of a sudden i get a message from a gentlemen from france, stating that he is gettin this error...so i did some testing..i used a france address in my tester account and it gave me the same error...i used an american address..and gave me the same error...
my shipping modules include CP (Canada Post) and UPS (United Parcel Service)...they were both working fine untill just recently. The american shipping address that i had tested worked properly before as well..and suddenly it just stopped. Would this be a problem with zencart or specifically my Shipping module calculators?

problem solved. I noticed that under the UPS shipping zone, it was set to "Canada" rather then 'none'.....i have a business partner who thinks he knows everything...he played around with the settings..and thus..i ended up with this problem...thx anywayz guys!
