Table Rate Shipping Question

I use tabel rate shipping for the US

I am now able to ship to canada but with different prices. Is there anyway to get another table rate in order to do this

Would be something like this
Ship To Location: Canada

Orders Less than $30 Orders $30 and Over
$20.00 45%

Would using the built in Zone Shipping Module work for this, by just Setting the Zone to CA?

Is there anything else i would need to do to set that up?
