This is a bit vague. Are you trying to configure a specific shipping modules, write a new one, or just decide which to use?
Does "weight, location needs to be figured out" mean you don't yet know to where you want to ship or what your product will weigh?

ok, here's my site www.meltcomics.com, there i offer 1,2,3 dollar shipping to domestic customers, if i were to get an order to an international address my shopping cart would charge 1,2,3 dollars for shipping, just like domestic. I want the cart to recognize international shipping address and charge accordingly.

I've no idea what 1,2,3 $ shipping is and can't see any explanation of it on your site. I just hope your prospective customers understand the term.
Nor can I see it in action without going through the hassle of creating an account. Do you have a test account set up?

Kuroi... it looks like meltdowncomics is trying to configure local (domestic) and international shipping using one configuration of a module. (Though we don't know which one it is unless we register as a cust).
There are two options as I see it:-
1. Use zonetable mod, configuring zones.
2. Create a clone of a mod (such as zonetable), then configure the two mods to apply to different zones and pricings.
I used the latter method to configure Royal Mail and Parcelforce options for UK regions on www.edutrade.co.uk . (As I have shipping estimator configured, you can see how it functions for each postal zone in the UK, by adding a couple of products to the cart.)
With some other "tweaking", the options presented to a customer are also determined by the max_weight of the consignment, in addition to their geo-location. Where a consignment exceeds 2kg, Parcelforce is offered only. Where it is under 2kg, Royal Mail 1st Class recorded is offered only - both priced according to geo-location. Neat...![]()
Dont have a test account. But I will explain as clear as possible.
My shopping cart figures out shipping cost to Domestic customers (USA) by per unit shipping, which is $1 dollar - $3 dollars. Now for international customers I DON'T want to offer per unit shipping ($1 dollar - $3 dollars), I'd like to charge the correct amount for shipping by weight. can i run 2 modules one to charge per unit (domestic) and one to charge per weight (international).
