Thanks for the advice, where does that file actually belong so I can very it exists where it belongs? Not sure how it happened, did not move it there deliberately.
I have found a folder that I am trying to track down the original location of the conents o verfiy I have them in the right place before I delete them or if I moved , so I can move them back
/includes/modules/payment/paypal files should not be in /includes/modules/shipping.
You need to download a fresh copy of Zen Cart, and compare your files against the master set of files. A tool such as WinMerge can be helpful in doing such a comparison, as it will tell you which files exist on one side but not the other.
