Emails contain CONSTANTS instead of actual text after upgrade

had troube with paypal IPN , customers running german & french localisations of the site can pay , but the zencart keeps no track of their order.
Seems to come from missing LANGUAGE_DEFINES, as the paypal email holds CONSTANT_NAMES instead of the values.

i disabled the paypal payments for now because customers pay but we had no basket.

This issue is related to to 1.38 upgrade, since then the paypal emails have the CONSTANT_NAMES. It's quite recent however that the orders don't work anymore, like there was a change to the paypal IPN, because other localised orders did work fine, despite the CONSTANT NAMES appearing in the emails. First saw it this weekend.

IPN check reveals no communication errors.

If your emails are containing CONSTANT names, then you've missed updating the language files, or have not made language files for each language you've enabled in your shop.
