Without seeing this, I suspect as you have that it is your frames that is at issue -
JMO - frames are an atiquated coding schema and there are several references to the fact that payment trails are broken by their use
There are alternate non-frame methods of inserting a scrolling box and one should investigate their use versusv frames

do a google search for "css scroll box code"

Using the css method you can have a scroll box for your content and avoid frames altogether.

while i'm not 100% sure of this, i would say that the frames (and therefore the css scrollbox) is actually not the issue. i've gotten 300 successful paypal express orders in the last 48 hours...yet a small amount of folks still experience the "cannot complete your last action" issue.

i've looked all over the internet and it's a pretty widespread problem it seems - some people are blaming browsers (my friend gets the error in IE8 while i do not), some frames, some the url (which seems fine in zencart's case)...

i can't complain, of course - plenty of orders are coming through...just wanted to keep this thread going to see if anyone else had any comments...SOMETHING's not working right...

Search this site for frames with DrByte as a poster and see the issues with frames

I am trying to do the same thing from an iframe. Where is the tpl order confirmation file located?
    Thanks

PayPal won't let you run your site in frames, for security reasons.
