Packing Fees

Call it Packing Fees or Handling fees I have 10,000 + products that I need to apply a $3.00 fee to. How do I do this?

Check under the modules/shipping in the Admin. Under the shipping option you have installed...(we will use PER UNIT here), click edit. Put $3.00 in the handling fee box.

What if the fee that I want to attach is based on value of the order? An order for something valued at $15 is going to use less packing material than an order valued at $2000. I would like to be able to have the handling fee be a percentage of the sale value. Is there any way to do this?
