10413 error on paypal

I seriously don't unerstand any more... All this time, I've had my tax set to -none- in my flat rate shipping module, and that did not work. Changed it to 0%, that worked, but the 0.00 was shown in the order total. Now I have set it back to -none- and all works fine...

It worked once, so I cheered to early...
When set it to none, the 0.00 indead disapears, but I get the error again. When I set the shipping tax to 0%, it workes perfectly, but the 0.00 is show in the order total.

Just an update on my struggle to get PayPal to work properly.

Paypal express - dumped.
PayPal website payments standard - working. This module all worked perfect from the start, not sure why its so confusing to get express working but I'm more than happy with WPS.

And just a thankyou to those who tried to help resolve my issues.

Did this problem ever get resolved for Paypal Express Checkout??

I will explain my issue, which is pretty much the same but here goes.

PEC is not parsing two things;

1. gst (10%) on shipping, yet is has the gst on products no problem.
2. low order fee.

I have read various posts on this type of problem, but the fixes do not seem to work for me.

I have played with the Basis of Product and Basis of Shipping settings without success. We only use flat rate shipping, but we need to separate the tax component from the shipping. We have the shipping value set to $18.1818 and then apply the tax rate to it, which as I stated is 10%. Comes out to $20, which all works fine on other payment methods except PEC.

I was thinking I might be able to just add 10% to the shipping value sent to paypal, but I do not know which file and variable to add that to. Could anyone please assist in showing me where to do this. As I said, all other payment modules work fine, so I do not want to go changing anything other than the PEC stuff.

I really don't know the solution but I will post my settings and what I did throughout the course of trying to fix it and worked in the end.

- I started as using Authorize.net AIM Payment Gateway.
- Decided to integrate PayPal Express Checkout.
- Tested in Sandbox (Test Mode for PayPal).
- Returned error 10413: Something about the total on our site not matching the calculation for PayPal.
- Deduced that PayPal is having trouble with the tax because it was made to be compatible but PayPal doesn't calculate tax so it does not know what to do with that information that Zen Cart sends it.
- Messed with 3 settings mainly.
- Display Prices with Tax
- Basis of Product Tax
- Basis of Shipping Tax
- Switched them False to True True to False while placing an order each time.
- One time it decided to randomly work.
- Display Prices with Tax: false
- Basis of Product Tax: Store
- Basis of Shipping Tax: Store
- Made a new Test account.
- Switched it again.
- Display Prices with Tax: false
- Basis of Product Tax: Shipping
- Basis of Shipping Tax: Store
- Worked. Always test twice! So I tested again.
- Failed. So I switched it again.
- Display Prices with Tax: false
- Basis of Product Tax: Store
- Basis of Shipping Tax: Store
- Failed. So I tested it again twice.
- Failed, so I switched it.
- Display Prices with Tax: false
- Basis of Product Tax: Shipping
- Basis of Shipping Tax: Store
- Failed. Changed.
- Display Prices with Tax: false
- Basis of Product Tax: Store
- Basis of Shipping Tax: Store

Notes: Only tested with a Sandbox account that was in same state, thus resulting in requirement for tax. Never tried an out of state test account because I don't know how to make one, lol.

Wow in the middle of typing this I did some more testing, and it just decided to not work at all...

I still think because Zen Cart and PayPal are made to be compatible, it actually created the problem of Zen Cart sending it's calculations and method for the total which differs from PayPal, resulting in PayPal denying the transaction.

I also searched the forums and I can't find a solid resolute fix / correction for this. Can someone PM me a link or guide or something if they found it but just won't post it?

Awesome detail in debugging. I'm having the same issue over here and of course, Paypal is pointing the finger at ZenCart. At least you saved me the trouble of doing the exact same level of testing.

At this point, I'm going to recc. to my client to drop PEC beacuse of these 10413 errors. I don't like that as a solution but the lack of possible solutions is moving me to dump Paypal. If I find anything out, I'll keep you all posted.

Any updates on this 10413 problem, I have just switched to PayPal Express from Standard payments that worked fine!

Looks like I will have to revert back to it?

It looks to me that ZC is adding Tax to the Handling amount if the amount is incorrect.
I have the same issue too btw
