Attempting to upgrade from 1.2.x to 1.3.x for a friend

I am attempting to upgrade from 1.2.x to 1.3.x for a friend and I was curious if there was a preferred format that you should use for SQL Compatibility Mode to ensure your data with " and ' symbols stay the same.

Also, is there a step-by-step on how to upgrade like this?

You will not have DB issues and Zen Cart has a upgrade the DB routine.

What wiil be of issue is the template files if you attempt to use the old one.
The previous schema was more table based and this is not the case now.

And don't forget the release notes, ie: the "whats_new_xxxxx.html" files in your /docs/ folder, which explains various changes and upgrade tips for each version change. All of them will apply to you collectively.
