Ban/Block zipcode or city?

I'm having a issue with a bad customer that I don't want ordering from me.
He has elected to get friends in his town to place orders trying to get around me not letting him.

Its a small town so I don't really care about it... Can I block or ban the zipcode or city?

Figured it out, I just patched in some code in the createaccount file to error if it gets that zip or city.
