how to manage shipping charge

Hi
I have got following specification:

For orders placed from abroad:
Delivery charges within the Zone1 are as follows:

City1: US$ 2.00
City2: US$ 2.00
City3: US$ 4.00
City4: US$ 4.00

For delivery outside the Zone1, charges are based on the weight of the product as well as the destination of delivery.

For the orders placed from within the Zone1
If the billing address is same as the delivery address, the charge is as follows:

City1: US$ 3.00
City2: US$ 3.00
City3: US$ 5.00
City4: US$ 5.00


If the billing address is different from the delivery address, the charge is as follows:
City1: US$ 3.50
City2: US$ 3.50
City3: US$ 5.50
City4: US$ 5.50

Can Anybody suggest, how to implement this?
