Can I use a template I've designed with Dreamweaver?

I'm just wondering if I can implement a template I have made with dreamweaver?

Ok so i've had a loook around the forum and the easy answer is no
I have found a program that converts html to php do you think this would work and not mess up the images.

Having just gone through this process, the answer is as follows:

If you want something easy: No.
If you want something hard: Yes.

My $0.02 is to start with a base template online that matches the layout (or at least has a similar layout) and begin modifying the PHP / CSS commands so that it becomes similar to your Dreamweaver template. Also, there are a great many people on the internet who will create this type of template for you for a nominal fee. Just search google and look around (but take care when sending money).
