Can I Add shipping to sub Total BEFORE adding Tax?

I want to be able to add the shipping to the Ex VAT sub-total, and then add tax (VAT) to the sub-total. How can this be accomplished??

I did this and it worked!

Each shipping module has a setting to apply VAT (Sales Tax) to shipping. If you open up a shipping mod to EDIT, then you will see an option to apply a Tax Class to that shipping mod.
