Disable cookie_usage

The cookie usage page pops up on a client's store. They are concerned that this will drive customers away. Is there a way to disable this page from appearing?

My settings include:

cookie domain = true
force cookie use = false

I've the same setting, but on client's browser don't appear the cookie usage page. Remain always on login page. Why?

It's possible always show the cookie_usage page, so the guest are informed to able the cookie.
The cookie usage page show only if I set force cookie use on TRUE
