Store Configuration

When trying to change my store configuration to reflect my state (zone) and my store address, I keep getting logged out of admin and have to log back in again. I am not able to change these values at all. It behaves like some file has the wrong permissions, but for the life of me, I can not find which one it could be. Any ideas?

When looking at my server error logs....I see these errors....

I tried putting index.css and menu.css in bothe the configuration file (not there already) and placing copies of them in the admin directory. but still get this error
