This is a clean install of Version 1.3.7. Old database was imported and the database upgrade sql was applied and executed without problems. The store was running fine since Dec. 07.
Now I have these new errors.

Under Configuration> My Store:
Somehow it has *forgotten* Country and Zone and there is no way to repair this as it will not give me the dialog box to re-enter these amounts.
Error:

Steps I have taken so far:

Tried to repair these settings but no box to enter the correct informatiom
Reuploaded all the shipping modules
Reloaded the Functions files

I'm at a loss, so any direction would be helpful
