    Default Constant already defined

I was having a problem with a blank page showing after checkout confirmation - so I searched the forum and found a suggestion to add a local/configure.php file to set strict error reporting on. Did this but now every page has a 'million' errors - of the type:
Notice: Constant FOOTER_TEXT_BODY already defined in /home/davidanu/public_html/includes/languages/english.php on line 16

appears to be all the defines in english.php that are generating errors like this.

    Anyone got any ideas?

Forgot to mention - it's a 1.38a site. Also tried it on an existing 1.37 site and got exactly the same problem
