Cash on delivery (COD) fee configuration

Is there a way to add a cash on delivery fee in procent (%). I would like to charge a 5€ fixed fee for cash on delivery in belgium but a 5% (of the total invoice amount) as a cash on delivery fee for Spain.

You would need to customize the COD Fee ot_cod_fee Order Totals Module to recognize that when configured with a % on the amount that in needs to calculate the amount vs use the numeric value as a dollar amount ...

You might peek in the Zones Rate zones Shipping Module to see how to identify the % in the string vs how it identifies dollar amounts ...

NOTE: back up a copy of the original file as well as your customized file as there are not, at this time, overrides for the Shipping, Payment and Order Totals modules ...

NOTE: you could clone the COD Fees ot_cod_fees module in the same manner that a shipping module is cloned to avoid accidental overwrites ...

Thank you very much for your reply, I was wondering if there is a way to do this trough the admin site or do I have tho enter in the data base ?? I am only a zen cart user I cannot change anything in my database myself.
Do I need help from my programmer for this ?? Thank you in advance.
