Do Coupons Stack?

I did a quick search but nothing came up so I'm going to ask this question as simple as possible.

Can multiple coupons be used at once?

I have made a few discount codes that apply to all my products but you get to use a greater discount code depending on your total.

If your total is $200, you can use the 2% off discount code, if total is over $400, you can use the 5% off code.

I'm worried that if someone has a total over $1000, could they apply all coupons below? If so, is there a way I can stop it?
