Shipping Module Problem

Hello all... I have a problem with my shipping estimator, it does not work well at all. It will give me an estimate on California shipping (my main site tax rate is set for CA).

It won't estimate any out of state shipping when logged in as a customer and will not estimate for non-customer at all. I just get a blank pop-up for that.

In researching that, I came across a glitch in my admin area. When I select "Modules", "Shipping", my menu comes up fine, but if I select "Edit" for UPS, the edit menu disappears and the selection menu takes full screen width.

I have changed nothing in my shipping module files.

Amber color signifies an incomplete setup.

Is your UPS account number in there?

Is the module enabled - true?

Shipping Zones defined in the Zone definitions?
