Free Shipping over $300 ... is somehow applying to orders of only $100 ??

I have set up my table rate to be based on the price and the following code:
0.01:0.00,10.00:3.00,25.00:6.00,100.00:10.00,200.00:20.00,100000.00:0.00

I wanted our customers to be motivated to order more but they don't get the free shipping until they order $300 or more of product. In helping a customer proceed through an order today the total came to $100.88 and when we proceeded to the shipping page it told us that any orders over $100 were free.

I went to the shipping module afterwards and was playing with the table values and am still running into this $100=free shipping problem. Am I missing another place that might be overriding my table rates? I completely removed the free shipping module from my shipping section and the problem still persists and I'm now perplexed about what to do.

Peek and see if you inadvertently set the Shipping up in the:
Modules ... Order Totals ... Shipping ot_shipping ... with Free Shipping on orders of 100.00 ...

I tested your string and all is working with $3.95 order at $3 and $100 order at $10 shipping and $200 order at $0.00 ...
