I have set up my tax to calculate on the orders placed in the state of texas. My first order came through from new jersey and during checkout it charged this person the texas state tax rate.

Does any one know what I could have configured wrong? Under Zones I have Texas, and under tax rate I have 8.25% and under tax class I have taxable goods.
