Using 1.3.8a, I want to offer FREE SHIPPING (free options shipping module) for customers in NEW YORK state USA. So I select Zone NEW YORK in the module.

I want to use UPS module for all zones EXCEPT NEW YORK State USA, ie. all others states in the US and all other countries, Canada, Mexico etc.

Currently there isnt a NOT option when setting up a shipping module for a particular ZONE.

Ideas, anyone?

I know I can create a Zone, call it, ALL OTHER ZONES and then define all the countries and all the zones within, and it would take forever to do, and be hard to maintain. So... what would be the best way just to say NOT a particular ZONE........ Could the Module (eg. The UPS module) be cloned and the code modified to say NOT the selected zone? what would be the best way to go about this in keeping with the Zen Cart structure etc.

All ideas and help would be appreciated. Thanks.
