How do I set Product Qty Minimum across the board after the fact that my store is running?

I want to display products even if 0 in stock.

Think you are confused on what Product Qty Minimum is...

For what you posted as waht you want this is:
admin > config > stock > Products status in Catalog when out of stock should be set to > check options

Also, check other settings there
