Flat Rate JUST for Domestic

I apologize if this has been answered elsewhere.. I've been through dozens of posts and none of them seem to cover my exact issue.

I want to offer a flat rate shipping for all orders shipped with in the US & Canada...

All other orders either need to be a different flat rate, or done based on where they are.

How can I accomplish this??

Sounds like you could use the Zone Rates module for this.

For Zone 1 Countries, put in "US,CA"
For Zone 1 Shipping Table, put in "10000:15"

"15" above is how much you want the flat rate to cost.

For Zone 2 Countries, put in "00"
For Zone 2 Shipping Table, put in "10000:20"

I *think* 00 acts as a wildcard here.
Any countries other than US,CA should be treated as Zone 2.
