Newsletter defaults

I noticed when one goes to sign up at my store, the default setting for the newsletters in unchecked and text-only. I'd like the defaults to be checked and HTML, as if someone isn't really paying attention I'd prefer it if they did get signed up for the newsletter rather than not. Anyone know how to change that?

Admin>Config>Customer Details>Show Newsletter Checkbox

Set to 2

Admin>Config>Customer Details>Customer Default Email Preference

Set to 1
