FedEx and free shipping problem

When I have an item as free shipping always USPS and UPS are gone but fedex options for shipping still appear in checkout.

Anyone have an idea why and how to fix this?

I'll add to this one, and I'm having a very hard time finding out to do this:

Specify free shipping for a specific product (done).

Allow FEDEX shipping upgrade.

Allow the weight to show more than "0" on the shipping estimator page, when free shipping is set for a specific product AND a weight is entered.

Basically, the weight is going into FEDEX as "0" and people are selecting 1 or 2 day shipping at a huge discount.
