Default Cannot display webpage during installation

I am having trouble getting past the Terms and Condtions page during installion.

When I click the accept radio button and then continue I get the cannot display webpage error. I should get a report on the server environment etc.

This is what I have tried.
    Using the 1.3.8a file set
Uploaded the files twice using smartftp (now realise it is not recommended, so I deleted them)
    Uploaded files using Fillezilla.
Changed the file permissions as recommended
Renamed includes/configure.php file and changed permissions.
The instructions say to change the admin/dist_configure.php file - my file set has configuration.php which I changed the permissions but did not rename. I don't see how this would affect my problem anyway.
I have used the same file set on a local installation, so the file set should be ok.
    The url shows:
http://xx.x.xx.xxx/zc_install/ (the welcome to setup page)
    http://xx.x.xx.xxx/zc_install/index....n_page=license (the T&C page)
I click the accept radio button and then the continue button and the url does not change but I get the cannot display webpage error.

I have tried using IE7, Firefox and Safari to do the installaton - still no joy.
I am trying to install on a linux/unix server running php.
Apparently others have installed ZC on my web host servers.

Not sure what to do next?

    Thank you for any suggestions

    You are mis-reading the instructions.

Don't touch the /admin/configuration.php file. That's completely unrelated to installation.

The documentation talks about /admin/includes/configure.php (and dist-configure.php in the same folder).

Both the filename and the folder are different from what you posted.

Also, have you made your /cache/ folder writable? ie: 777 permissions?
