please help,weight issue with postage

ive had a look and followed a few links but still cannot work out what we are doing wrong,we have downloaded the latest version,so we are presuming it is already uk compatable
i need to set my weight limit to 30kg at a postage cost of 7.70
so once any items ordered go over the 30 kg,it clocks another 7.70 and so on

how do i set the cart to do this....and how do i set a weight for each product

On the add product page in admin (same page where you add the product's description), there should be a field near the end of the page called Products Shipping Weight. This is where you would set the product's weight. Enter the weight as kg.

how do i set the cart to do this

Once you have the weights set up, go to the shipping modules page and install the Table Rate module. Make sure weight is selected as the Table Method. I think you could have been a bit clearer about the way in which you want to charge for shipping, but in the Shipping Table, enter something similar to this:

30:7.70,60:15.40,90:23.10,10000:30

For products totalling under 30kg, £7.70 will be charged. For products totalling between 30kg and 60kg, £15.40 will be charged. For products totalling between 60kg and 90kg, £23.10 will be charged. Anything over 90kg, £30 will be charged.
