Problems With Product Price's

Hi,
Im using Zen cart version 1.3.8a.

Im coming across a problem when trying to price an item.
Basically when i'm trying to enter a price into Products Price (say for example £18.50) and then press preview it changes the price drastically (in this case down to £8.09).
I have set the UK VAT zone now, spent two days reading through the forums and FAQ's but can't find anything where anyone has had the same problem.
It doesn't just do it on one item either, it does it any every single one i try to edit. It doesn't come up with any error codes either.

I don't know whether it is something simple i am doing wrong. But has anyone else come across this problem? How can it be solved?

The site isn't live yet as im still building everything and adding items etc. so i can't give you a link at the moment.

I have set the defult currency in the admin section. also set the correct UK VAT in the settings. thats why i'm still puzzled as to why it still comes up with the wrong price everytime i try to enter a price.
i'm almost ready to set the web site live, and its a bit frustrating not being able to work out why its doing this. i take it no one has had the same problem?
