Shipping price problem and a clone question

My product is in England.

A buyer from denmark buy 1 product : Royal Mail International Signed For® "Small Packet" (Royal Mail Airmail delivery in 3-5 working days. : £9.38

A buyer from Thailand buy the same product as the buyer from Denmark: Royal Mail International Signed For® "Small Packet" (Royal Mail Airmail delivery in 3-5 working days. : £0.44

The price to Denmark is okey " i think", but the price to Thailand is not okey, what did i do wrong here ?

I am thinking about using the flat rate clone instead, my products are right now based in England and very soon i will also have products from Thailand ( based in Thailand) so will the flat rate clone be a good choice for me to keep it all as simple as possible ?

I did search the forum but i had no luck finding some info i cut use to solve my problem.
