Layout Boxes Controller Blank & PayPal Express Checkout error after moving to new server.

Admin | Tools | Layout Boxes Controller brings up a blank page after moved to new server.

Same with Admin | Tools | Admin Tools

I tried uploading them again from the backup and then from freshly unzipped 1.3.8a zencart. I also tried to set permissions to 777. None of this helped.

The boxes on the home page are a bit off... now showing as vertical instead of horizontal.

PayPal Express Checkout gives error:

An error occurred when we tried to contact the payment processor. Please try again, select an alternate payment method, or contact the store owner for assistance. () - (7) couldn't connect to host

I double checked the API UN/PW/Signature and they are all correct. I turned on Debug and here are the logs:

That means that your webserver had a problem when trying to connect to the PayPal server.

I fixed the blank pages and the Layout Boxes by uploading a fresh copy of ZC, then uploading my modified version from the previous server. Apparently all the files didn't download from the previous server.

I'm still having trouble with PayPal Express. I copied/pasted the API un/pw/sig directly from PayPal to alleviate any mistypes. I have other ZC installs on this server for other clients and they work fine (angryhosting.com). Any suggestion where to look (ZC or PayPal) for the "(7) couldn't connect to host" error?

Going through checkout seems to work, but the PP Express Checkout gives me the error message.

One more strange this is that the payment goes through PayPal, but the order doesn't show up in Admin. As a work-around, I installed the PayPal_Sessions_Viewer mod and it worked on the old server. Now I get only six lines:

Also, PayPal IPN - Website Payments Standard works.

If I disable "PayPal IPN - Website Payments Standard" the PayPal Express Checkout still does not work.

(7) couldn't connect to host

That's something only your server administrator can resolve for you.
Something is blocking your server from connecting.
Whether PayPal is blocking you or whether your server is encountering its own block during the CURL attempt is something your server administrator will have to determine.
They'll want to know what address it's connecting to. Show them the PayPal log you posted here, as it contains the paypal server address in its details.

The PayPal Session Viewer addon is only applicable to failed Website Payment Standard transactions. It's of no use to Express Checkout, because different technology is used.
