Layout Boxes Controller Blank & PayPal Express Checkout error after moving

I setup a new installation of ZC and the only thing I brought over from the non-funtioning site was the database. I exported it from the broken site and imported it to the fresh site using the backup_mysql_plugin_v1-3 mod. THe same problem is happening on the fresh site.

When attempting to use PayPal to pay for the transaction, I get this error: (7) couldn't connect to host

I then installed the Paypal Sessions Viewer mod and tried to recover the cart and I saw only six lines of text:

Did PayPal work fine *before* you imported the database?

I get this error: (7) couldn't connect to host

That means that your site couldn't connect to PayPal's server.

Do you have CURL Proxy enabled for some reason perhaps? Admin->Configuration->My Store
Try turning it off.

Try the CURL Test script: http://www.zen-cart.com/forum/showthread.php?t=65680
And try adding ?paypal=1 to the URL as a secondary test.

Dr Byte You are absolutely the man. I just had the same issue and had CURL proxy turned on when I was with Godaddy. I just migrated my site to Bluehost and turning CURL proxy off fixed the problem for me.
