How do I go about making a walk-in pickup automatically institute my state sales tax?

I have an international guy who wants to come in and pick something up. Because he's international it won't ship to him, or charge him tax, but if he comes and picks it up, I have to charge him sales tax.

I can only see where to add a flat rate charge for local pickup. Thanks.
